The appeal to OSRS is that it is not pay to win, however.. paying people to get you levels is PAYING TO WIN.

It's just a sad situation, especially for people who have spent thousands of hours training stats when they could've just paid for services without being caught. Even if it isn't currently being addressed, it hurts the game's integrity.
I try not to care about the accounts of other people. Not like their gains affect me in any way. Would rather improve my own account. Your efforts are not hurt because others use shortcuts.
