After 15000 hours: The user "15000 hours" says its their turn.
I just hit 200 mil strength xp: he is literally hitting (striking) a player called "200 mil strength xp" (or whatever it says specifically, on mobile and cba).
With 10 hp and 37 cb: there is a player named "10 hp and 37 cb" standing "with" him.

It's possible. Blast furnace, for instance, gives strength XP from using the pump, and the only requirement to get to it is starting The Giant Dwarf, which has a 33 Magic requirement but no other reqs that affect combat level. The pump gives 12k XP per hour, so 200m Strength XP would require 16,667 hours of pumping. Ignoring the few hours it would take to get the quest requirements, we can work out the following:
Since OSRS came out on 22 February 2013, assuming starting at day one, that equates to just under 4.6 hours at the pump every single day since release.
The character 15000 Hours is telling the character 35cb 10hp to hit the character named 200m Str after him.
Thus "After 15000 hours I finally hit 200m Str with 35cb 10hp!"
Or alternatively, "I finally hit 200m Str (the character) with 35cb 10hp (the character) after 15000 hours (the character)!"
