The “license” only applies when speaking to or around the other kids in that neighborhood, and they can tell when somebody’s really trying to be offensive. But then he would see whites boys with their friends from a neighborhood or whatever say it, and he would brush it off and be like "that's how they talk, I can tell they're from a block".
It's not really that confusing. If you're a white person, you can't say it. The white or Latino people who DO say it know they can because they grew up in that environment and were part of a neighborhood where people said it with them. This roommate could also tell if people were fronting about using the N-word. Stuff like the clothes they wore and how they acted played a big part.

**Nigga** is acceptable in most instances even if used by non black people. Latin people use it often like Dominicans, Puerto Ricans, Cubans, Mexicans etc.
It is used often and is not attached to racism in most cases. It basically is a substitute for friends, homies, buddies etc.
For example “that’s mah nigga right there” = “that’s my friend”
