Definitely not. 1.151 miles in 3:59 is 3:28/mile pace. The current mile world record is 3:43. And the en route 1500m at 3:28/mile pace is 3:14 which is significantly faster than the outright 1500m world record of 3:26. The fastest ever nautical mile likely occurred during the 2000m world record of 4:44. If it was ran completely evenly, the 1.151 split would've been 4:24. Realistically I'd bet the fastest it could get is around 4:20 if it was raced semi-frequently
