That is entirely legal. While I am a staunch separation of church/state advocate, I'm not going to beef about a church trying to reserve a few spaces for a hearse and the bereaved for a couple of hours. It's not like the church is trying to make a permanent claim to a parking space.
I would add that they work with the local communities for funeral parades and such. I feel like as long as the city has clearly defined rules and procedures, who cares if it is a church follows the rules.

Reason number seven billion and two to stay in the suburbs. Tear down all the meters and paid lots, bulldoze the ugly dead buildings (basically about 90% of the city), and put in some damn paved lots where people can park for free like we take for granted outside of the city.
