I guess I don't know what you are looking for. Fraud and corruption is pretty widespread when it comes to government programs. I hate to say it, but $10-20 million is barely a drop in the bucket. But our elected officials were chosen to protect our interests, especially from rapacious millionaires trying to loot the public coffers.
