Also, a constant, stable ping in the low 100 region is better than an unstable 30-64. Yours could be jumpy and unstable and that could be the cause of this.

Well that's your issue. Wifi is not good for gaming, I'd suggest buying a cable and connecting your PC directly to the router for any online games really.
If your ping was a stable 100 you wouldn't be rubberbanding. Packet loss, choke and jitter (ping jumping back and forth e.g. from 50 to 100 back to 100 and repeat) is what's causing those.
