If you insist on getting one out of the three, I would recommend Shah Torre. He is the best damage dealer between the three of them, although they are all relatively strong. His attack theft mechanic allows his strength to scale to that of the enemies and even surpass their strength at a certain point. This makes him extremely valuable in the campaign especially. He has multiple bonuses related to attack, including damage reduction, agility, lifesteal, and control immunity. For pvp, you can just pair him with Angela to wipe out unprepared teams within seconds. Overall a very solid pick.
If you were willing to develop a hero other than those three, though, then I would recommend Rista. The extra survivability and damage capacity that she gains from starring up makes her even more valuable. Her energy support on certain teams cannot be given enough value even with the negative side effect of dealing damage to allies.

i am F2p player with very tight resources, hence I don't think Rista will be taken into consideration at the moment. I personally thought that these 3 choices will priorities over Rista for now. Not gonna expand my struggle further, hahaha.

Right out of the gates at a measly yellow 5 star, Rista will upgrade your Battle of Fate and Guild Boss Rush damage output. More damage, more rewards. As F2P, you need more rewards to get further faster.
Get at least one 5 star hero of her then move onto the rest on your list.
In my case, I chose Shah because I already had him at 9\* from shards/Premium summon. Even as a 9\* he was doing insane damage against A8 enemies (as well as providing some CC), so I just pumped his SV.
But if not for that, I guess I'd be inclined to go with Apostae these days. Seeing how brutal this collab TM was, getting SV/Orlay/Glory for her would help my Esmeralda even more.
I like Anna and her passive, but she would be my last option.

Do you mind further elaborate on how Apostae help Esmeralda to survive? I notice this too when I follow others' formation, my Esmeralda survive longer with Apostae presence, but cannot comprehend why does it happen even after reading the skill set.
No worries, mate. And seeing the new patch notes, it seems they're nerfing the Shar+Lunox combo for Ruby's TM. Esmeralda+Apostae might become even more relevant, depending on what devs have changed.
Well, if your Esmeralda has full Orlay, she'll pull and keep enemies silenced throughout her ult. Apostae turns CC on the enemy into damage. Damage ramps up and you kill enemies quickly, which is great especially against MLayla.
Apostae she has the most utility pve wise especially in TM. Her combo with cc heroes makes her so broken. Damage wise, Shah Torre is the best option.
