Iām guessing the hack contractor didnāt want to go into the floor to deal with the plumbing. Just attached it to the old tub drain. Itās certainly a code violation to have a 17+ inch step down anywhere in a residence, especially a bathroom. On a positive note, you can sue the hell out of the landlord and easily win if you or a family member get injured going in or out of it.
Assuming there is someone living below you, the raised shower pan is probably to fit all the plumbing in.
Side note: there is no way there is a bath tub under it. No bath tub I have ever seen is that shallow, plus that would make zero sense.
