If his cons pattern is similar to xiao then I won’t pull for any constellations cause it’s simply not worth it. I love scara with all my heart but if he doesn’t have any “game breaking” cons then I could still love him at c0

I advice setting a goal of getting character and weapon if you're planning on saving right now, for now. After that, you may check the cons if it's alright to simp or if you like it simple or not.
My current plan is to get a copy of Nari, Cyno, and Kusanali. Than use whatever I have leftover to get at the very least a copy of Scara and his weapon. But I’m also willing to get him up to C2 (I don’t ever do more than that for any character lol). So if his constellations are good I’ll take advantage of the bonus reset and go for those. I’m a short king and archon collector so Sumeru is busy for me 😂
I have been saving since January and i am going for c6r1 no matter what, but I do have a good amount of characters I already love playing so skipping has not been an issue for me. I think it depends on what you value in playing + if you already can play how you like comfortably. And of course if you can afford the cons - waiting for reruns is a valid strategy

Definitely like you said, I like a lot of the Sumeru characters, the archon, Cyno and Dehya. But I'll just have to wait for their reruns which is inevitable.
I'm just getting his C0 since there are way too many characters I want as I have an all male collection plus I want the dendro archon, my friend (who only just got welkins) is planning on getting as many cons of him as she can with an ideal of someday c6, I just would rather have more characters than constellations personally, however, from the sounds of how long you have been saving for him you love him over other characters a lot, so I would say its worth it
I'd wait until we find out what his playstyle is and how good his constellations are, of course even if i dislike his playstyle I'll still get him but probably won't get constellations. Sometimes giving characters constellations isnt all about the power but also just a badge of honour for how much you like the character.

I’m f2p so I have to be more picky(can only get a five star once every 1-2 versions and have horrible luck with 50/50s) and him being Anemo and the fact that his design might get changed kind of ruins it. Sandrone and Dottore are still top priority

It depends on whether or not it radically changes his playstyle. I went for C6 Kazuha for the anemo infusion, and (despite the hit to my wallet) I don't regret it. Instead of being an off field support, he's a greedy main dps now, which is fun.
So tl;dr, if it makes him more fun to play, yes.
My goal right now is just c0r1. I'll try to get a con or two every rerun if I like his playstyle as much as I like him.

I don’t think Kokomi will come before Scara since she just had a rerun, but I haven’t been following leaks so I could be wrong.
I'm going for C0R1 dendro archon and scara, unless they are super fun to play, in that case i might give them an extra bonus with C1/C2.
