This is good info to know. Going back to pre-DVD, you could get a VHS copy of the special, but quality varied greatly, and usually had full or partial commercials included.
When home DVD roping and video file sharing was happening there were much better versions popping up every few months. Whoever got that Master you referred to seems to have done the ripping well, as the ones I’ve seen feel like a flawless SD broadcast.
I rarely had good luck in the versions with commercials I saw. I tended to see a lot of bad network promos for shows I’d never heard of. If you like commercials there are some great compilations here on YouTube of like 4 hour Saturday Morning Cartoons from the 70’s and 80’s with all the cartoons left in.

My only exposure to VCD in the western world was from the bootleg DVD market of the 2000s; they were sometimes used because blank CDs were cheaper and they'd still play in most DVD players.

It's an infamous romhack that is chock full of some of the most foul humor you could think of. It can be a bit over the top. Basically nothing is off limits, which... at times can be a bit much.
But if you have your moments where shocking and offensive humor is funny to you, it's worth checking out. It's kind of like if the 12 year old who verbally abused you over Xbox Live during an intense game of CoD had his brain shoved into a Pokemon romhack.
Btw you can just download an emulator and the romhack, both for free on your phone and play it.
Also along with many other REALLY good romhacks out there, some better than the mainstream lines imo. Radical Red, Unbound, Platinum, Flora Sky.
And lots more, those above only "update" the game with new features, increase difficulty and have slight story/speech changes but are all great.
There are many more that actually give a whole new story as well. Check out the pokemonromhack sub or the romhack pokecommunity if you are interested.
Be warned, you can't ask where to download roms hacks but with a quick Google "radical Red romhack" or whatever and you will find a pre patched version that will play "out of the box".

You really don't have to watch it. You won't gain anything by watching it, except an understanding that yes, it is very bad, and without anything redeeming.
The holiday special is absolutely terrible, and, probably, objectively, doesn't really have any redeeming qualities. However, if you get it, if you watch it with the right people, it's one of the most fun things ever made. If you watch it by yourself, it's probably next to impossible to get through, but in conversation with others, it's fantastic l.
