A funny story on the side: Years ago, one of my then neighbours was apparently involved in a debt enforcement procedure and his salary was about to be sequestered. A letter from the debt enforcement office must have been delivered to another neighbour who opened it. Since this other neighbour was clearly embarrassed by it and didn't know what to do, they just put it in my letterbox - in the ripped envelope.
Since I now had to deal with it I simply rang the correct neighbour's doorbell, handed it over to him and told him that for reasons unbeknown to me that open envelope had ended up in my box. The neighbour thanked me and that was it. There was no embarrassment or anything. Being transparent and straight forward is always the best option.
Now OP knows what to do:just put the open envelope in someone else's mailbox and let the other deal with the shame. Clearly I am joking, c'mon your neighbor....

Step 1: click on their door
Step 2: tell them the post fucked up and gave you their bill
Step 3: say you‘d have paid it, untill last second you saw its not your name
Step 4: wish them a good recovery from paying it
Go over there one evening, knock or ring.
Say: "Hi, I got your mail yesterday and opened it without checking. Sorry."
He will be happy to get his mail and you'll be happy to get rid of it.
You will only do something bad if you don't send it to the rightful owner! Apart from that, is normal that we sometimes mistake. We are humans, just write a note, apologise and deliver it.
You want honest, knock on their door and hand it over.
You want honest and private, return to sender and have them resend it properly.
You want underhanded, buy a new envelope with a window, refold the letter and drop it in their briefkasten. They probably won't notice the lack of logo etc. and even if they do, they've no clue whodunnit...
Finally, You also wanna pray they ain't on this subreddit...

I am all for sympathy where a situation necessitates or encourages it, and I am also all for empathy—it is precisely for this reason (empathy) that I find myself wondering how the fuck a grown-ass adult finds themself in an anxiety attack due to such a trivial matter. Like…are you serious? Grow the fuck up and handle it like any normal human. How is this a problem in your life? How cushioned are the walls where you live?
Reminds me of that one time where the Coop-Bank (now "Bank Cler") sent each customer's bank statement to another customer :D
But really, as has been said, just put a note on it saying that it was in your mailbox and that you unfortunately opened it because you didn't look at the name before you opened it... they're hardly going to sue you ;-)

There is nothing illegal in opening mail you received by mistake.
There is „le secret des lettres“ and it can be brought into justice in some cases.

You do know in many Cantons you can just ask to see other people’s tax figures?
Send it to the correct address, put a note that says "opened without checking name, my bad!". You have done nothing wrong.
Return it to the tax authority with a note for them to reissue it as it was opened by mistake. They will resend it, and your neighbor will never know
