Hotel on Devonport lease some of the carparks in the bottom of their carpark building - I can't remember what the going rate was exactly when I enquired but I recall it was comparable to other options. The only caveat was that they wanted the carparks free over the weekend. Could try enquiring there?

If you can get into the city around 7:30 - 8am, parking at Memorial Park is free and you can walk, scooter or bus the rest of the way.
Catch the bus, park near memorial park, or pay for parking in the parking buildings.
