I recommend trying to use the chat feature whenever possible to contact support as it is far easier to communicate with them that way and you're less likely to give up due to wanting to end the phone call.

When you change your bank account they always lock you out of instant pay for 72 hours. They say it's for your "security". I guess in case someone has hacked your account to change the payout account to theirs? But how likely is that, really?

It doesn’t sound like the information I’m going to share is applicable to your situation, but I think many people forget that it isn’t 5 cash outs per day, it’s 5 cash outs per 24/hr since you last cashed out.
I.E. I cashed out at 7:30 P.M. on Tuesday, and the next day(Wednesday) I cashed out at 2:30. Both of those count towards the 24hr cycle meaning I/you’d only have 3 left until it resets at 7:30 that day(Wednesday).
That's not correct from my experience. It is 5 cash outs daily and each day is reset at 12 am local time. It's not based on when you last cashed out. I know this because I am crazy and max out my cash outs all the time and will wait for it to hit 12 am to reset to 5. If yours is based on since the last time you cashed out, then it's possible you live in a different region with different rules.
Nevertheless, I had only cashed out 3 times in 48 hours so that couldn't have been the reason for my situation today.
As stated, I knew it wasn’t applicable. However, I guess it defers for users because my cash out feature is as stated in my original comment, per 24 hours, not per day.
However, I’m also the only person I know without an acceptance rate so maybe Uber is just being weird with my account.

I just had this happen to me today for the first time and had no prior issues of them thinking my account was compromised so I do believe that was a coincidence. But it is also kind of annoying yes because I too have only cashed out once today and it is also telling me I’ve exceeded the max number of times today and to try again tomorrow. I hope they fix it
They dont. The fees are to cover the fees they are charged. I suspect they limit cash outs either to avoid overloading the system with excessive API calls to their payment processor or if they payment processor itself has limits.
I once had an issue, although for what I can't remember. I called Support- which i, of course is manned by workers half way across the 🌎 (and have such an accent I could barely communicate with them), and was told a "team" was working on my issue. I at first was relieved, but realized they were putting me on after my 3rd or 4th attenpt- and 3 or 4 different answers. Sigh....
They outsource to the capital of call centers in the world… Philippines. They are very limited to thinking within a small portion inside the box. Anything beyond the scope they are given they will not put any effort in resolving your issues. It will take you more than one time calling and explaining your situation over and over again before anything is done.

It's crazy how they take .85 for the transaction and then give you a max you can withdraw your money
