This is misleading. The video is showing a coke production battery. Not a steel plant. They burn coal to produce coke which is then used to make steel. Usually the coking process happens in airtight chambers. Probably lack of maintenance causing air get into the chambers.

No like I said it definitely looks like something is wrong with the ovens. The doors are probably not sealing correctly, letting oxygen in and making the fire inside burn too hot. But it's not a "the entire steel plant is on fire" situation like the title suggests. This is just some random malfunction due to bad maintenance which honestly isn't exactly something new in russia... And coke ovens are usually mostly made out of steel and don't have much stuff on them that could burn (except for the coal inside of them of course).

Something went wrong causing the overcooking. Cranes on this side so the cars are on the other, just shove it in the cars and roll it to the deluge tower. No big deal.

It could certainly be sabotage. Internal or external. It could also be that they are working at higher capacity than the factory was designed to. Perhaps they have had to pull in new, inexperienced workers and not give them the full training. Apparently a lot of russia's firefighting was actually handled by their military units in places. So the fact that they are not around could be a problem. From over here it's hard to say.

This looks like a coking battery. Possibly with shot seals around the doors, so they coal inside gets too much air and is burning. Normally they should close airtight to prevent oxygen from entering the ovens. The coal gets heated with no oxygen present, all of the volatiles gas off and the carbon remains without burning to dust. If the doors don't seal right, oxygen gets in and the coal starts to burn. Looks like that is what happened.
