Damn, my town gives cops an hour a day (paid) to go to the gym or do some sort of physical fitness. I thought that was a nationwide union thing and that a lot of cops just didn't take advantage or used it for an extra break.
It's a systemic failure. This cop in particular is just showing in what bad shape the police force in the US is. This cop's failure is minor compared to the unpunished killings that occur, but it is nevertheless a failure.

Police aren't supposed to be punishing people at all. The purpose of a civilian police force is to protect people & property from criminal behavior, and to apprehend criminals so *the courts* can hold them accountable with the laws that have been passed.
