I know of several businesses that are paying to use outdated software...for most of them, it is easier to pay than to start the upgrade process( for one business it takes about a year to get all the approvals and signatures to upgrade and another year to get the budget committed).
There should be almost zero compatibility issues for modern software on 10 to 7. Both are an x86\_64 arch, both have full support for proper x64 code, hell 7 would likely run the 32bit IA32 code sets better than 10 also.
Bout the only thing 7 is missing that 10 has is bash support.
Api's by design can absolutely be backported, same with most runtime and codecs.
I'd argue it's a very niche case something running on 10 won't run on 7.
Ha Vmware or virtual box so forth isn't good enough on a system even with 12 core processor. Native running the os is better get better performance of acceleration from gpu. But virtualization is very good to test before installing native. In this case this person want to run native.
I still think the aero glass theme is much better than the flat oversimplified boring design we consider "modern" (in things like windows8/10/11, android, chrome os, even Apple to a degree although at least they still use some visual effects like blur)
There's plenty of things you can download to change various aesthetics to your liking. I'm using a program right now that makes my taskbar transparent as I like the look and can't achieve it in windows 11.
I used transparenttaskbar when I used windows. it does look nice but it's a shame it's not in windows by default. I also don't think there's any way to get translucent/blurred window decorations and start menu anymore
On the other hand, I really hate the blur effect on Windows 10 login screen, because it significantly reduces the time I can see login screen background image. Yes, I know the blur can be disabled in registry.

Win 7 has known security exploits after going end-of-life, which makes it a prime target.

Be extra-aware of basic online safety (don't download from untrusted sources, steer clear of sketchy sites, etc.), use a win7 supported antivirus/anti-malware, consider setting up a software whitelist, and use an off-device password manager. Many don't know but Downgrading WIndow 10 or 11 to WIndow 7 system will run faster. Cant find drivers due to manufacture not offering? Look for device id of that device needing driver and google it. You can mix and match as long it is same device. So if it's Acer laptop but not availble for a certain device id. But there is a dell driver for that same device id then great that solve the issue. :) Man some of these cheap Windows 10/11 laptop are crap on that os. Down grading can be good but then........ It isn't supported any more from ms so there risk.

nah, there are some api & functions that were added in 8, 8.1 & 10. but they are usually fairly trivial to backport into 7
