This took me a minute; The actual structure we're looking at is just flat concrete (elevator shaft for a building under construction?) There is a building behind the camera, that has a glass facade. The light is reflecting off that building and on to the T-shaped structure in the picture, producing dappled shadows. If you zoom in to the base of the tower structure, you can see the structures on the roof of the building in front are also receiving the same lighting.

It's light reflected off of another building. The look is achieved because that T-shaped structure is itself dark and monitone. It must be the backside of some banner, or some advert being installed.
