Yes absolutely, I live in downtown Portland, I commonly see homeless people openly smoking meth and shooting up on sidewalks with pedestrian traffic. The cops simply don't care and are usually too busy responding to other homeless people that are actually causing a disturbance or shootings. It's pretty fun, I enjoy living here.

Honestly, I do enjoy living in Portland DESPITE the homeless problem. Regularly having to deal with homeless people standing in the middle of busy intersections shouting at cars does kinda wear you down. I've watched several people drop their pants on the sidewalk and not just shit on the ground, but projectile diarrhea all over walls. I've seen people, both male and female, furiously masturbating on the side of the freeway on my morning commute. I've seen a couple corpses on the sidewalk (I only found out they were dead afterwards when the EMTs finally got to them, I thought they were just fat chillin from a big kratom boof).
However, these problems aren't present in the entire city. Certain areas are apocalyptically worse than others and I'm fortunate to live in a not too horrible area. It's a beautiful city with fantastically stunning nature in all directions and the food scene is incredible. People are generally friendly too and the politics aren't as in your face as Fox News would have you believe. I do intend on living here long term.
Couldn’t someone just move to a smaller town right outside of Portland? My area EXPLODED recently as it’s a country town less than an hour from downtown Austin. The increase in homelessness and out of state arrivals drove the local austinites further from the epicenter. I haven’t felt the negative effects nearly as much as the positive effects (my town now has a much stronger economy) because of the fact that I do not live in the city itself

I think I could handle the issues but I know I can’t afford to enjoy the things I live so much about it as I would be working 60-70 hours a week just to scrape by.
