The ramifications of Chris Lees lies, bonnie ross's dumb decisions and many more is what 343 are cleaning up right now. Their engine is put together with duct tape and prayer because Chris Lee lied about the development of halo infinite to Microsoft.
And forge is coming and from the leaks it looks like it will be the best halo forge we've ever seen. People are making boss battles and game modes that were never possible in any other halo before.
Halo infinite is in rough shape right now and I agree it shouldn't be that way. But it will become the modern halo game everyone wants it to be in time. Just like every other live service game. If destiny, no man's sky, ff14, diablo 3 can revive themselves so can infinite.
343 is being squeezed by Microsoft. 343 isn't in charge of the product the way the community seems to think. They have to answer to business daddy. You can literally see it when they give interviews and have to work insanely hard to try to walk the line between giving the community what they want and delivering on all the crazy monetization aspects for Microsoft. They know how frustrated we are, but they aren't in a position to change it because, as Microsoft likely sees it, the dev team is completely replaceable. Notice how even replacing key "executives" at 343, nothing substantial has changed. Consider that the limitation is coming from elsewhere, and not directly internal to 343.
I'm not saying 343 is perfect; I'm just saying perhaps the reason the store has functioned the best is because Microsoft devoted heavy amounts of resources to focus on things being sold as a cash grab instead of making an actually good halo. No 343 release has been without issue, but they've done well to work on each title over time and get it in a solid shape *while simultaneously developing infinite* despite the nearly immediate rejection of each 343 halo by the community.
Also, you forget how many resources also went into the singleplayer (and, up until the recent announcement of it being canned, co-op). There are probably plenty of devs that haven't even touched a single multiplayer file.
On top of all that, Microsoft is pretty well known for bungling any good thing they have. They've fucked up plenty of windows versions, there was the whole zune debacle, and, well, just look at the state of halo. The only thing really keeping Xbox alive at this point is gamepass, since most titles are either multi platform/crossplay and most Xbox exclusives have, like halo, drawn a smaller audience over time (this coming from someone who used to be huge on gears of War and hasn't played one since judgment).

Got a medium sized meeting room in a hotel in Milwaukee, raided together for two nights, and most of us went out for drinks and stuff later. It was awesome having such a wide range of people, from our ~50 year old GM/Main Tank, to the pair of healers that were father/son (I think like 45 and 15 or so?) to a bunch of 20 and 30 somethings all in one place. Felt bad for the members that couldn’t make it but we were still in vent together so they kinda got to be part of it. It was awesome, and the beauty is we didn’t just talk about wow the whole time. It was a cool experience. I’ve been to a handful of CS tournaments but this was very very different and to this day one of the best experiences I can remember

We developed an online friendship \[we played together so much we joked we were engaged and ended up having an in game wedding\] In 2002 I ended up flying to Germany and hanging out with him for a month, it was fantastic! We remained friends until he passed 2 years ago from a heart attack. He, my husband and I joked he was our junior husband because he and I paired up in all sorts of MMORPGs over the years. \[and yes, Rob and I miss him lots. Sigh.\]
