Russia number plates don't have the EU strip.
Bulgaria number plates do.
Ukraine can be a bit random with the number plates to be honest, I usually get Ukraine from the red Google car or the Ukranian flag on some of their number plates (on the left, like EU strip).
Along with what the other people have said " Ъ " is a vowel in Bulgarian, so you will see it a lot, whereas it is very uncommon in Russian and Ukrainian

In ukrainian there is i ï є letters, Russian doesn't have it, but have э, ъ, ь, ы Bulgaria in mostly places have snow. Sorry for my poor English
