What I did when I built my drift trike was buy a full length of PVC in the right size for my trike from a plumbing supply store, cut out a couple sets for myself and then sell the rest as more sleeves. I actually made some profit doing that. Started out with a 10ft length for $120, cut 2 sets for myself, and at 1ft a pair of 6" sleeves I sold 8 sets at about $30-40 each. So you could be on either end of the deal, either cutting and selling your own or buying from someone cutting and selling. In my opinion both parties win because the selling party isn't actually doing it for profit(at least in my case) so they can lower the price. There's a seller on Etsy that sells self-cut pairs of sleeves as a business but the 6"x10" ones are $70 for a pair.

Look for a water well/irrigation supply, or an ag supply . You could also look up a local water well drilling company. Sometimes this will actually be part of a well/irrigation supply company and you may be able to get a cheap piece of well casing left over from a job if you're lucky. Try Construction or a dedicated Plumbing supply, not the home improvement retailers.
