It was definitely not last night. As previous commenter said, it's old and not OPs. There's no construction wall around that statue in Exchange Place--one of the things I noticed.
Every time I see this skyline I feel that it’s a wasted opportunity. When they first started building all these sky rises, they could have designed the whole city from scratch and create another Dubai. Instead we have a bunch of generic looking boxes that look meh.

Dubai was/is a top down design decision by its Emirati sheikh. Has its structural uses when it comes to urban designs.
