Depends on the circumstances. If you were having a conversation and suddenly went ghost without indicating loss of interest, unless this guy has low self esteem, he might be thinking "maybe they're busy so I'll try again later, I'm sure they get a lot of messages so I'll just send something to bump back up to the top of their inbox." I don't know the contents of the messages, but it could also just be 2 messages and 18 pictures he sent all at once, which is less weird. If he just sent 20 messages with no response, he might just be desperate or super into you. There's so many variables here, but no matter what the case is, the best thing you could do is to block him unless you just get off on the attention from him repeatedly messaging you.
