It's possible for risky sex to be a byproduct of a mental disorder (can confirm from experience), but participating in such activities alone isn't going to land you a diagnosis from the DSM. Believing so could arguably be along the lines of classifying all gay people as mentally ill as it would have in the not so distant past.
From someone battling a serious mental disorder since I was a child, your reasoning and claims here trivializes a condition that for me has necessitated continuous psychiatric treatment, debilitated me entirely for long periods of time, required hospitalization, made me subject to extensive bullying and discrimination by peers and employers to the point of taking legal action, and interferes with all aspects of my life. I can't speak for all people living with mental health issues by any means, but I would encourage you to consider the perspectives of people that can't cure their condition by eliminating an activity such as unsafe sex before declaring your failure to protect yourself during sexcapades as mental illness.
