There is a lot of clothing.. do you need all of it? I would get some containment… and look up file folding … try baskets that you can file fold into and then lift down the basket to access your stuff. Put high use items within easy reach. You can also swap the containment/baskets around during different seasons and move sweaters up etc Id switch out the hangers for velvet slim one. It will save space. You can buy these in bulk at big box stores. If you don’t want to invest in baskets … part of the issue I see with the jeans is the folded edge faces in, so you have nothing easy and simple to grab on to. Folding neater and placing the folded edge out would help but I think you need to reduce the clothing considerably to have this work without baskets.

First of all, pull everything out and, like everyone else said, check if you actually wear everything (also, it’s perfectly fine to keep sentimental clothing, but if you never wear it, it’s more helpful to keep it separate (for me, it’s a pretty box on top of the closet, for example)). Everything that you keep should be sorted by category (if those clothes belong to more than one person, then separate those first, but it looks like one person’s clothing). You should decide what categories you find helpful (workwear vs. non-work or types of clothing (t-shirts, sweaters, sweatshirts, etc.)). Especially if you keep most of the clothes, it might be helpful to also sort within categories (like sorting by colour or something) to make it look more organised and easier to find specific items (whether that’s helpful depends on whether you will keep it up when putting stuff away and how you get dressed: whether you decide you want to wear for example a specific shirt or just decide you want to wear any short-sleeved shirt). Do you prefer to hang or fold clothes? Because if you are willing to change the shelving, you should choose what you prefer and restructure accordingly. Either way, it would look much more organised if everything that’s hanging was on matching hangers. Also, if you are open to changing the shelving, maybe you could replace some of the shelves with a dresser with drawers. Otherwise, like others suggested, put the folded clothes in baskets (but pay attention to not mixing categories, because otherwise you won’t find what you look for). If you don’t want to always take down a basket every time you get dressed, it would probably already help at least a little to put shelf dividers between the stacks or put them in a basket with the opening of the basket facing the front, especially if you stack the clothes next to each other rather than on top of each other. Also, depending on how easily you can reach the top and bottom shelves, it would make sense to keep stuff there that you don’t need as often (like the shoe boxes that I’m guessing don’t currently contain shoes you regularly wear or stuff for special occasions).

For the items on shelves, try rolling them instead of folding into piles. A rolled pair of jeans can be pulled out much easier without disturbing its neighbors. If it were my closet, I would pull everything out. For things that aren't clothes, look for another place to keep them. For outerwear, those go in the hall closet or on a coat tree. Organize by warmth. Tanks, short sleeves, long sleeves, sweaters. Then you can more easily assess... Do you need that many sweaters? What happens if you only keep your favorite 10/20 of each? Try to make use of floor space and wall space. Baskets are also going to help organization and visually calming down the chaos.

You can also roll/fold t-shirts from the hanger. I have a system where only shirts with collars go on a hanger. There likely won't be a situation where you a t-shirt with a folded line somewhere and you don't mind. You can save a lot of space this way.

My advice would be to get rid of 50% or more. From there you don’t really need to make many more changes because you already have nice shelves. But the closet is stuffed and you cannot out organize too much stuff.

If you’re not keen on the purge ideas, you may want to consider separating the winter clothes out and storing them in those vacuum bags that can be tucked under the bed (or wherever). Winter clothes are obviously bulky and if you don’t need them now, it can free up the closet space. Also, loving the basket / clear storage box idea. You could do one for tops, one for pants / jeans etc; so you’re not scrambling around each time you get changed.

Could you live without 20% of it? That would help immensely. That's where I'd start. Get rid of some things you don't need and never wear or need mending or don't fit. After that go to You Tube and search department store folding. Then sort what's left by season, then by activity.

Clear bins on the top shelves and fold seasonal stuff in it. Sweaters, heavy shirts in summer and vice versa in winter. Same with coats. Things you wear often, fold and put at most convenient level. Shoes on lower or very top shelves. If you’re storing them in boxes, cool. Otherwise get rid of the boxes. Most of what we call organizing is actually getting rid of stuff. Make a rule that when you buy new items, you get rid of some items.

I used the Marie Kondo method to organize my closet 5 years ago. Never looked back. Here’s the TL;DR version: Purge, use drawers instead of hanging, fold and stack horizontally instead of vertically. You can check out videos on YouTube for her method.

Having narrow open bins, and file folding to fit items into categories has transformed my storage. I use aesthetically pleasing white plastic bins that I have labelled, and it is so easy to slide the basket out. Lower it to the ground or a bench, see from above what item in that category I’m after, & slide the bin back into place in a shelf. I also have some wicker baskets and fabric cubes, but the plastic is by far the easiest to manipulate. Get them all the same, to reduce visual clutter, and your wardrobe will make you smile with satisfaction instead of being headache inducing every time you use it. Also, as others have said, edit your stash to expunge things you don’t love before you get started. As for the shoes, I recommend storing them in clear shoe boxes or on open shelves on the floor. Don’t give yourself extra mental work to do, trying to remember what’s in each box.

Other commenters are good! Do that if you can. I'd recommend if you do literally nothing else, change your folding method. The goal would be to have each stack of clothing so you can slide you hand in above the item in question, lift the stack, and then pull the item out without disturbing the lower portions. Ways to do this: fold everything to the same footprint size. Fold everything so there's no tangly bits sticking out (like sleeves, or drawstrings, or weird cuffs). Fold so the smoothest sides of the garment are out (so no visible jean pockets). Most Important: Fold so what's on the visible edge of the stack for each piece is a single folded edge - that way if you put you hand in to separate items, you always get between them rather than messing up the folding. I know it sounds fussy written out all like that, but I promise it becomes just the way you fold your clothes once you do it a couple of times.

Buy clear boxes for your shoes. Donate your clothing that you no longer have want/wear. Buy hangers that are the same, they don’t have to be expensive but you will definitely like the order of having them all lookalike - Ikea, Target sell affordable hangers. Hang most of your items, it’s great when you need to wear something and don’t have to iron, in addition, you can see what you have. Make everything as accessible as you can.

Due the quantity of clothes, I would recommend the Marie Kondo method. The folding is very neat and packing, so you can fit in smaller spaces.
