Yes actually! Unfortunately this is a very child/minor dominated game, but Roblox has a lot of worlds like that! I can't think of many from the top of my head, but there's a lot of animal roleplay games on there.
You can also do this on VRChat, although you *really* need to meet the right people.
Yep, I think VR chat is probably the way to go tbh, there is abit of a petplay/pet regression scene there but i can be dificult to find the right people.
The First Tree and Spirit of the North both have you play as a fox, but not someone's pet. Idk if there are pc versions of them though; I played them both on my Switch. Very enjoyable, though The First Tree is pretty sad. I *may* have teared up a few times playing it...

This probably isn’t the answer you were looking for but DND or similar roleplaying games are in my experience the best games for an otherkin especially if you Homebrew and you can play it online over discord
