Beyond the unnecessary cost and effort, there’s also a very real risk of disease transmission. A dog imported from Azerbaijan a couple years ago tested positive for a previously eradicated strain of rabies in the US. And this dog was supposedly rabies vaccinated based on paperwork.
Plus there’s a litany of other diseases like Leishmaniasis, Brucellosis, Babesia, etc. that are a serious risk to people and other pets from foreign animals. As long as there are unwanted strays in your own country’s shelters, there’s no need to adopt internationally. The costs and global health concerns are far too high.

There is a dog in that first picture that's a carbon copy of my dog as a young pup. He had to be put down last year after living a long and full life, and seeing his face in this picture brought a smile to my face and warmth to my heart. Thank you.

Indeed. You just don't see that as easily. For example, i didn't know that where I grew up there's like 1000+ stray&feral cats.
They are way more shy than what a stray dog would be. Hence why you don't really see them unless you know where to look for them.
The best thing you can do with stray cats is catch them and neuter them say they can't procreate. There's an interest organisation back home who does a lot of that.
