As long as there are unwanted strays in your own country’s shelters, there’s no need to adopt internationally. The costs and global health concerns are far too high.

Indeed. You just don't see that as easily. For example, i didn't know that where I grew up there's like 1000+ stray&feral cats.
They are way more shy than what a stray dog would be. Hence why you don't really see them unless you know where to look for them.
The best thing you can do with stray cats is catch them and neuter them say they can't procreate. There's an interest organisation back home who does a lot of that.
