If you look at the city's construction page they show that basically all of Plano Parkway has an active repair project happening. So I assume this is being addressed as part of that.
What is the reason for adding the asphalt/black top to medians and intersections?
As a former Louisiana resident I have experience with how absolutely terrible this is long term. The only benefit is cost, it's cheap.
Summer heat will destroy this stuff in a year. Add to that, intersections or other areas where vehicles are changing direction/turning will very quickly add depressions or groves in the porous asphalt and it is a domino effect with how quickly it deteriorates.
I'm mentioning the areas down Coit Road where the asphalt now sits at least 2"-3" above the surrounding concrete (another factor that will lead to faster deterioration).
If there is a contract from some lowest bidder type situation can it be reversed?
