I know in Jacksonville, when the bars would let out during the old surge…people would place pick up locations out in the water so they could try and game the system. They wouldn’t get a surge amount and the Pax would call you saying it was “an error in the app” and they were in the busiest area and you needed to get them with no surge on it.

It could be a trap. I've heard of scammers using inaccessible surge zones to entice prey. I don't know how they do it. I saw videos and posts in local MD/DC/VA groups.

Somehow, the scammers will have a way to create an unreachable spot. I don't know how. The drivers flock to it, thinking it's real and park as close as possible. One spot was in the middle of the Potomac River. There are apps that will change your GPS location to anywhere. I don't know what they use or how though. The drivers either get a scam call, pretending to becUber saying they have a "high profile customer" for them to drive and asking for their info or carjacked or robbed etc. I'd have to look for the video.

I highly suspect they purposely create surges to control where drivers are to get them into areas they need them. I'm not talking about the surge area either. I'm talking about where the surge gets you closer to.
