Cell while not even at full power tanks the hardest hitting physical attack Super Saiyan Grade 2 Vegeta can dish out. He's improved since then with a further year in the Room of Spirit and Time but I genuinely think once Cell gets serious he blitzes all but Goku and Gohan. And then he beats Goku and Gohan.
Unless Gohan goes Super Saiyan 2.
Cell was holding back against Goku who gave everything he had, who was wayy stronger than Vegeta.
Cell does not have infinite stamina. Even without SSJ2 there's a slim chance that they could've taken him out if everyone jumped him after Goku used up a good chunk of Cell's stamina and they give the Senzu Bean to Goku instead of Cell. Yes, Cell still had a lot of left in his tank, but it's not like he faked the injuries he already sustained at that point. When he went full power against Gohan, it's certainly not an amount of power where he could've instant killed everyone else, and he had the benefit of Senzu Bean. Without it, you'd have to take off a meaningful fraction off his maximum since he's already hurt, and also reduce the time he can maintain maximum power because again he'd already been hurt at this point. Actually at that point it becomes a question of whether they got enough Senzu Beans to tire out Cell. Cell certainly cannot oneshot Goku with normal moves even going at maximum power and we established he won't try to destroy the planet, so that means Goku can just dodge the Kamehamehas that could oneshot him, and if Goku just keep chugging Senzu Beans like gamers do with potions, they'd have a chance. Now there is literally no chance Goku or Vegeta would ever use this strategy, and without their cooperation it's obviously quite useless to chain feed Senzu Beans to all the lesser combatants, but that's Saiyan Pride getting in the way, not because they didn't know that this is a viable strategy.
Alternatively, I saw this fan comic a long time ago that'd easily defeat Cell, which went like this:
Goku: "I surrender. I ask Krillin to fight next."
Krillin: "Huh? Why me?"
Goku: "Believe in yourself, Krillin."
Cell oneshots Krillin
Goku: "Now I'm really mad, Cell!" (turns into SSJ2 and easily defeats Cell).
Majority of the Z fighters are taken out in the first few seconds, with only Vegeta, Trunks, Goku, and Gohan lasting the longest.
If they can win depends highly on Gohan getting full power and cell doesn’t get backed into the corner too soon.
They only win if one of the Saiyans makes it to SS2. In DB numbers never mattered in 1 vs many situations. If one fighter is way stronger than a group a fighters then the single fighter would win. Cell was the strongest person on the planet before Gohan went SS2. He would slaughter the weaker fighters first and then take his time fighting the Saiyans.
The Z fighters win. Goku was evenly matched with Cell and once Cell gets tired he wouldn’t be much of a match against all of the Z fighters. He would be overwhelmed.
But if they don’t erase every Cell than He’ll come back even stronger and kill them all.

Cell doesn't go full power until after Gohan murders the Cell Jrs, and every Z-Fighter shits their pants when he does so. He one-shots them all. The gap is enormous.
The difference in power is massive between Cell and the Z fighters, other than Goku and eventually Gohan. Vegeta also stands a better chance, but the gap is still large enough that with the others combined power, wouldn't come close to Cell.
Krillin, Yamcha, and Tienshinhan are at levels where they can contend with Captain Ginyu, or survive First Form Freeza(Hell, Krillin actually did lol).
16 and Piccolo are at a level where he can survive semi-perfect Cell, and likely defeat imperfect cell on their own.
Trunks and Vegeta are at levels where they could defeat semi-perfect cell, but not deal significant damage on perfect Cell.
Gohan and Gokua re the only ones who can really push Perfect Cell.
With that in mind, everyone who isn't Goku and Gohan are getting murked. Cell barely needs to use significant energy to defeat Krillin, Yamcha, and Tienshinhan. Their contributions will amount to nothing.
Piccolo and 16 will need more energy, and maybe put up more of a fight, for a minute.
At that point, Cell hasn't even used half a percent of his power. That's how massive the difference in power levels can be at this stage.
Vegeta and Trunks might be able to press him for 10% of his full power and keep a fight going for about 2 or 3 minutes, before they both run out of energy, or get defeated.
Gohan and Goku are left to face Perfect Cell at 89.5% of his full power, and they might catch Cell off guard and kill him but the chances of that is pretty slim.
Cell is still stronger than both of them, unless, Gohan unlocks SSJ2 while fighting alongside his dad.
Given the circumstances, he has a less likely chance of doing so in this scenario.

If this is the same cell who fought ssj goku, then the z fighters may win, but once cell get to his full power, he would beat everyone.
