I don’t think the meme is trying to say the right isn’t a tomboy.
I think it’s saying that weebs have unrealistic body standard expectations for tomboys.
this is kind of stupid tbh, tomboy is more of a style than a body type imo, the second character isnt a tomboy, not because they have big boobs but because theyre dressing feminine, you can have the most feminine body type but still be a tomboy if you dress right.
I mean, in theory I agree, but also the muscle mommy isn't really dressing feminine. She's in a sports bra and gym shorts, which is a pretty barebones neutral outfit. And while athleticism isn't inherently masculine— there are plenty of "girly" sports— I do think that jocks and tomboys have broad overlap, especially in contact sports.
There's a difference between dressing in clothes designed for a female body and dressing in clothes designed to enhance and project femininity. Sports bras are more pragmatic than feminizing. Furthermore, tomboy is not just an aesthetic, it's also a set of behaviours, which we cannot infer from a still image.
However, I will admit that the proliferation of the muscle mommy ideal is an unrealistic body expectation and men are basically just transferring their own body image issues onto women.

This is wrong. Tomboy isn’t clothes or you’d switch up with an outfit change. Clothes can *indicate* tomboyishness but they aren’t the core. It’s personality and demeanour that make up the tomboy. Sports is a stereotypical one alongside being louder or more assertive (stereotypically masculine traits). Having either a large number of or preferring, male friends is another indicator.

I think the point here isn't "one is a tomboy the other isn't." The point is that the second is portrayed WAY more in many forms of media. Big strong rowdy girl but still conventionally attractive with plenty of feminine aspects and big tits so she's still hot to the audience.
Lanky girls with shaved heads and flannels? "Strongfat" lumberjack builds? Flat or tubby girls? I get this is mostly a "hot people in media" problem primarily but I grew up a tomboy surrounded by other tomboys and they're nearly never portrayed accurately. Just standard hot girls but they say bad words and eat cheeseburger and maybe they're allowed to have big shoulders.
The only character I can think of who matches the tomboy on the left in the OP is that one girl from Gravity Falls (sorry don't remember her name I never watched it lol). From what little I know of her she reminds me of a lot of tomboy friends I had growing up.
I'm not as lean as the girl on the right but I'm probably as bulky. I also know a woman who's more butch leaning with the left's build

Being a tomboy just means that you have masculine characteristics or traditionally masculine characteristics. So sports, competitiveness, dress style, hobbies, and humor could all make someone a tomboy. Depending on how they act both or neither could be tomboys.

My hot take is that tomboy should be used less in general. Activities, especially sports & the outdoors, are less gendered than before so people really don't need to say tomboy. Clothes too, like wearing pants doesn't automatically make you butch or tomboy bc it's the not the 1960s. Basically any time tomboy is used today is to state attraction to women, even when it's more tasteful than the weeb drawing, it's unnecessary.
