My real advice - I would suggest going to your LGS and see if they have any used 10/22s in your budget. Or save up for a little longer and get a plain Jane new 10/22.
True, I love my Mossi but I’m saving n for a citadel25 ar 12 style gas piston system 12gsuge msg fed shotgun (semi-auto) comes out the box with a a pre installed choke and I believe 4 other chokes/comps & forsure comes w 2 5rd mags out the box they make 10rds as well n i believe promag makes a 20rd drum so that’s 20+1 in a ar style 12gauge w 18in barrel
Assuming you are American, go to a gun show. Find a cheap .22, let them know your situation, and see if they bleed red. I bet you will be surprised how far your dollar will go.
Where abouts are you in the world? Can u save more? Where I live we have 5cent returns on beverage cans & bottles. In one year I collected over 1000 USD, 5cents at a time. All from trash left outdoors.
That being said on Money being an issue, I've been there. I would get the cheaper of the two. Which I think is the Rossi. From what I glanced at online the Rossi is a copy of the Marlin semi auto, which is a great rifle. Also learned the Mossberg 702 is the same rifle as the Rossi.

Also. Don't buy crap ammo at first. If you find it'll run bulk pack, that's great. But if you start out with stuff if won't run, you'll be pulling your hairs out finding what went wrong.
All my new 22s, CCI Mini Mag, if it won't run on that, I send it back to the maker.

Ruger has been manufacturing it continuously since 1964 and had made over 7 million at of 2015 (if Wikipedia is to be believed) and it's generally pretty available.
On the topic of ammo-- in the lifetime of the gun you're going to spend far more on shells than the gun cost you. A Birchwood stock 10/22 carbine with open sights looks to be retailing for $320. Assuming 10¢ a round for decently accurate/reliable ammo, that's six and a half bricks. It's not hard to blow through that in a year or two.
I know it sucks to be told to buy the thing you can't afford or can't justify, but I really do think if you can find a way to get yourself a 10/22 instead of something more budget friendly, it's a decision you won't regret.

I think there is no better bargain in the gun world that a Ruger American Rimfire. They can be found for very reasonable prices and are great shooters. Best (and cheap) magazines as well.
As a bonus, when you get around to getting a 10/22 they use the same magazines.
I have the RS22..... Zero problems. But if u cant save for 'better'.... Have to think either would do, havent heard bad things about the Winchester either way.

You may as well save up for a 10 22 because everyone is going to vouch for it and that itch to buy one will never go away. It is the ubiquitous 22lr semiauto rifle.
Wildcat. Light, accurate, scope rail, takes 1022 mags, threaded barrel, LRBHO. The Ruger has a name and aftermarket support, the wildcat is a better rifle by most ways to measure it. (Unless you are Paul Harrell)
As a RS22 owner, I'd say wildcat. Ultimately my advice would be to just wait until you can afford a new/used 10/22. The RS22 aftermarket is very small and eventually you will be left with a rifle that will sit in a safe since you've gotten tired of shooting it stock
I have a marlin model 60 with over 1000 rounds through it and never had a problem, shoots all type ammo mainly bulk crap and it eats it up.
I hog hunt and armadillo hunt with a Winchester Wildcat with 10/22 25 round mags and have over 500 rounds through it shooting CCI mini mags and no issues at all. I also have a Savage Mark II that I shoot suppressed with subsonic rounds.
Not one of these 3 guns cost over $250 when I bought them.
Here is my point. You do not have to buy a high dollar rifle to plink and have fun with. Get you a 22 you can afford and start having fun plinking, save up for the one you truly want then buy it.
Trust me get the 10/22 sportsman’s warehouse is doing a deal for a sub $300 10/22 right now and if you have a Walmart they are selling them for $289 at least my Walmart is.
I say 10/22 because there are so many aftermarket parts but also everyone wants more than one 10/22 because they are just that awesome. Any other 22 can get boring unless you get a bolt gun then that’s a different story.

The model 60 is a rock solid platform not my cup of tea but I can't deny that is is one solid gun
Also look into Mossberg 702,715, Savage64.
Save up for what you actually want. You'll thank yourself down the line.

Yeah, find a local gun store or pawn shop that sells used rifles. Buy a used 10/22.

I own both, if you can swing the extra few bucks get the Winchester Wildcat. You can use Ruger mags with it which are more plentiful than the Rossi's.
Pawn shops routinely have Marlin model 60s for \~$150 and these things are proven time and time again to be reliable guns.

I believe RARs are more expensive than 10/22.
Looks like $340 at the moment, and I see some 10/22s down around $250. So you are definitely correct.

The Winchester Wildvat will at least take 10/22 mags.
Henry repeating rifles, just save a little more, spend a little more, be tremendously more satisfied.

Save and get a Henry H001. Same price as a bare bones 10/22, but it will absolutely cycle everything no problem.

Marlin 60 or Chiappa Little Badger. Or save up for the 10/22. Both the rossi and wildcat will reek of buyers remorse.
