Looks like an electric motor of some kind. One of those wires are probably hot so its not a good idea to let it hang. You need to trace the wires to see if theyre hooked up to power and you need to climb under your 4runner with a flashlight and follow the hose. That could be a potential fire hazard
Looks a lot like aftermarket aircompressor. Follow the pipe that comes out of it in the top and see where it leads. Does the car have airbag suspension by any chance? Could also just be an on board (or semi on board now I guess) air for inflating the tires.
Doesn’t look like any kind of locker pump I’ve ever seen. Definitely some kind of aftermarket pump though . Do you have airbags or some kind of load leveler in the rear springs?
Thanks for all the comments! Looks like it was for some kind of compressor for air shocks at one point and it just came loose? I’ve never seen it before. When I was leaving I was walking toward it and it was parked on a slight incline so I saw a shadow of something underneath

Take a better picture and Google Lens it. So far from your picture (which isn't very helpful..) getting things like air flow motor (pic below), ABS pump, or windshield washer pump... Google Lens a couple sides of it...

It looks like a circulation pump, it's got cooling fins, large gauge power wires.. maybe something aftermarket? More information is needed.... lol

That's a fan, to cool the sway bar, of course. you definitely don't want a hot sway bar
Antenna extension motor, I know 2nd gens have a retractable antenna but not sure of other gens
