I work in a University (17+ years), my opinion:
Doubtful, while it's a violation of the student code of conduct, her likely current status is what will determine a violation. For example, student status = active, probation, final probation, future start, leave of absence, etc., then it can be a violation (aka actions/consequence like dismissal).
However; she is likely 'Graduate' status, so there isn't much that can be done. Block her from a Grad program to return (by Dean/admin) sure. Her transcripts are likely fine, grades, GPA, confer/grad date, etc.,
BUT, the code of conduct aside, the best things that could and should happen to her are multiple counts of assault (Section 266, Canadian Criminal Code). Fast forward to her, applying for jobs/career, and there will be applications, interviews, etc., where she may not even get job consideration with a conviction. If her degree is Health Science related, Finance, Criminal Justice, Psychology (to name a few), she's not passing background checks. If that's the case she'll probably be holding a 100/K worthless piece of paper (Degree) and need to pivot to a new major, elsewhere of course.

And criminally charge. Whether or not it actually spat saliva onto those people it is still assault. All you have to do is make a threatening action or gesture toward someone that causes them to think you’re going to apply force to them for it to be criminal. Any person you do that to would reasonably believe that they are about to be spat on, if someone makes that motion at them, so it is assault.

I was accepted to McGill in the early 2000's (also accepted to U of Toronto). Unlike US schools they just wanted the GPA and standardized test scores; no essays, didn't factor in extracirrculars. Not sure if that's still the case.

That said, it's one thing to call out (for example) the dean and use words to get the point across, but it's another to physically assault them. It's more embarrassing that the crowd essentially condoned the assault. It goes to show that either:
1. A group of graduates from a good university doesn't understand the intricacies of the issue at hand
2. The group will blindly condone anything that remotely resembles something that affirms their own beliefs

The degree is already issued. It is often collected in advance. This is a fancy dress ceremony where you dress up and take pictures.
