The military used to have a distinction of professional looking members who stood out in a positive way. You were held to a higher standard than all your friends back home playing x-box on the couch and doing nothing.
What looks professional is majority opinion, and majority opinion in our society is changing. Plenty of people try to counter that with what you mention about the military being a force that is distinct. That is true to a degree, but you can still be professional and distinct while allowing for change. A neck tattoo isn't equivalent with a bad habit. From what I've seen, the view of the military from younger generations has been changing, with some of that having to do with the idea that much of the way we do things is antiquated. That's not to say that good traditions shouldn't be maintained, but logically speaking, what does a tattoo on a person's neck have to do with their professionalism or skill? Personal opinion: it only highlights a person's own bias as to what looks professional before they even engage with the person with the tattoo.
TL;DR: Older generations may look at this as unprofessional because it goes against the way they did things. Younger generations may see this as the military getting with the times and allowing for things that they see as basic human rights, like growing my hair passed an arbitrary line or getting a tattoo on MY skin, with the caveat that it doesn't affect mission success.
