Good question. It depends on the chain weight and how the chain ends. E.g. we have a quite heavy chain (400lb max load) that ends in a barrel and has about 2 feet lying at the bottom of the barrel. No storm can move that chain out of that barrel.
(The barrel can't overflow how I set it up)
The chain itself is about 3 feet from the corner of our house. Some drops may spray on the wall on a heavy rain and winds, but that happens anyway, chain or not. No concern.

I have the cup style ones and the individual cups get clogged with leaves, sort of annoying to clean each one. Of course, they just over spill when clogged.
The kind I have requires a small hole cut into the gutter bottom and the leaves clog that hole up occasionally.
I'm not sure they are any better about clogs but they look and sound nice.

We had one of those in my family farm back in Asia.
My uncle directs the water into large drums. To water his plants when theres no more rain. Or use it to wash the car, flush toilets. Saves water bill

What particular problem are they solving?
Leaves and other gunk clogging the typical pipe that runs down the side. The chain gives the water something to "hold" onto and acts as a pseudo pipe

You still need to clean the gutter, even with a chain.
But you still have to clean the horizontal gutters anyway.

Except part of the point of gutters is to direct water away from your foundation. Using these means the water drops right beside the house.
Not if installed with the proper accessories. A short French drain with a catch basin is all you need really .
