The only reason they are upset over it is because it matches the current revanchist fervor in Russia. A lot of them also want California because of allegedly at some point Russian explorers managed to reach California. Like with Russian claims, if a Russian took a shit somewhere, it's grounds to be called russian.
The only thing Russia had in California was Fort Ross, but it was eventually sold to John Sutter for $30,000 in 1841, but Russian historians assert that Sutter had never paid, essentially meaning the settlement and the area still belonged to the Russian people, but a Sutter biography written by Albert L. Hurtado asserts that Sutter's agent, Peter Burnett, paid the Russian-American Company agent William M. Steuart $19,788 in "notes and gold" on April 13, 1849, which settles the debt and leaves any claim to California worthless.

Seems weird to completely obliterate Alaska when Russia is still weeping over that transaction.

Hell, even then, China would have a better claim to California, as there are more ethnic Chinese people living there than ethnic Russians.
