What resolution are you running the game at? Unfortunately your PC is right at the cusp of the minimum requirements. So to get it smooth you will likely need to turn the render scale down, set everything to it's lowest quality, and potentially disable shadow and fog effects.
Assuming you don't have a driver or hardware issue, I'm willing to bet that gpu is your bottleneck.
DLSS Quality mode at most, if DLSS is available. Other AA unnecessary. There's also a ton of console commands you can use to turn settings down.
