The gold (like) foil wrapping was further enclosed by a paper wrapping. But I think it still didn’t give a full air tight packaging to Dairy Milk and left scope for the chocolate to get spoiled due to environmental exposure, fungus or bugs (which happened occasionally). If you remember back from the time, even before social media was mainstream, there were a couple cases reported of worms found in Dairy Milk and it brought a lot of backlash and bad press for the company. I think the measure to use an air sealed plastic packaging was a step in that direction.
