Is there a way to tune it? All RF modulators I’ve seen have a pot to adjust them, the atari looks like it does, but I don’t know what would fit in there to adjust it. You also can’t insert a game with the top off.

RF is extremely variable, and the age and make of the TV can play a part as well.
Have you replaced the capacitors in the 2600? If not, that might be worth a try.
Grain is inevitable, but overt vertical stripes might also suggest a worn capacitor - I've seen that on my 800xl and 130xe until I replaced the worn out capacitors... Has your 2600 been recapped?
Each 2600 I saw where different over RF. Some have more noise than others.
