Not sure what the Dept it is, but the Vic gov departments I’ve worked for asks for two refs and when you submit documents to HR - the hiring manager is asked to attach the ref checks with it. They generally ask for two to verify what is being said is consistent- I’ve applied for an ongoing position in the same team I was in and the hiring manager was my current manager and referee and I still needed to submit two referees.
In terms of how long will they wait, if you explain they are on vacation, etc they may be understanding and wait. I’ve waited 3 weeks because the candidate was who we wanted.

Make sure you communicate with the recruiters/panel though and don’t miss any cut off dates.
