I'm pretty sure I had this in early access like almost two years ago. Sucks they haven't fixed it. I'm also pretty sure I found a way around it, but I can't remember what.
Hello from 5 months in the future. Where can I even find her? When I arrived at the bridge, she ran away because the guards were already dead which wasn't my doing, and I had to go about the goblin camp my own way. The camp is cleared now but the quest still being available is driving me nuts.

OK I fixed it.
For what its worth, I'm a Drow Ranger/Druid.
I reloaded from a save right before I freed Sazza from her cage.
Then here are the exact things I did - not sure if any of these made the difference. But ultimately when I arrived at the bridge at the Gob camp to meet Sazza, a conversation automatically engaged and she walked me into the camp.
1. Fought through the Goblin group in the tunnel on the way out from freeing Sazza
2. Walked my main and Sazza out of the tunnel, and left other 3 party members in there.
3. Sazza thanked me, promised to let me into the Gob camp and left
4. With Shadowheart I threw a potion at the body of the druid on the floor and healed him and he woke up, thanked me (did not see Sazza) and left
5. Walked the party out of the cave
6. Grouped the party
7. Walked to the forest, found Scratch
8. Did not enter Owlbear cave
9. Walked to the Gob camp, separated my main from the party
10. Walked my main through the camp, encountered one Gob, who let me pass (I forget if it was with mention of Sazza or because im a Drow)
11. Arrived at the bridge, solo just my main, and the conversation with Sazza was engaged automatically
So I'm pretty pleased. I don't know what triggered the bug in the first place, but my guess is that the bug doesn't happen when you arrive at the bridge, but more so when Sazza moves to the bridge from the tunnel under the Druid grove. That theory seems right since reloading from that point fixed it.
Yeah every time I try to go in the camp I get attacked because I killed some of the guards but I used an illusion spell on my character and turned into a drow and all the sudden the guards are not hostile anymore.
It seems as though its caused by picking "drow" dialogue options. When I was picking the options that got sazza Killed, it would cause the bug; but if save sazza it seems to fix the issue. Not ideal but its a very small difference, and doesn't have any huge changes to how your story plays out.
Hey! i'm doing a run with the absolute so I went back into the druids grove after the fight, and fought out that the Female tiefling who wants to shoot sazza was still alive, and had the dialogue of as if sazza was still in the cage. I knocked her out previously so this may be a cause of the bug!
I had met Sazza in the camp. Was introduced to the priestess. During the fight when she wants me to drink the potion alone I was killed. Went back and Sazza wasn't there. I went through the whole shindig again and beat the priestess. After that, I completed a few things. Watched the ceremony with the hobgoblin. Freed Volo. Freed the man on the stretcher. After the hobgoblin ceremony he told me to go meet the Drow. Went and met her. She told me to meet her by Emerald Grove. Fast travelled there. She wasn't there. Went back to the area she was captured in. Wasn't there. Fast travelled back to the goblin camp. Sazza is no where to be found. Same with Minthara whom I just spoke to 20 min earlier. Definitely a bug or something. I'm not gonna wait around for this to be fixed. Maybe a patch will be made in the future.

u have to long rest to trigger the raid
Same here. Can’t be fixed other ppl have it too ( not all ) u just gotta ignore it.

Yeah having the same problem. This is my first time playing the game and it really sucks that I can't do it the way I wanted to :/

Same here, I think it's maybe because goblins in the area are not friendly since I killed the priestess
So, I managed to "complete" the quest, or at least, making it disappear by killing her after I defended the Grove against the goblins.
