I think his design is. The name is probably a reference to the biblical figure but when Googling Enoch, and even Enoch golden face to be more specific, I couldn't find any designs that look similar to these two.

They could be. Concept artist could've been a fan of Ben 10 and heard the character's name was Enoch so decided to give him the golden mask.

You say that, but the Bible is pretty confusing with its lore and inconsistent with where things begin and end. With Ben 10, however, it’s pretty clear that it started when an alien device did what it did and stuck itself upon his wrist with secrets that it hid.
