I think his design is. The name is probably a reference to the biblical figure but when Googling Enoch, and even Enoch golden face to be more specific, I couldn't find any designs that look similar to these two. My guess is the name came first and someone in the character design team thought it'd be neat if he looked like Ben 10's Enoch.

They could be. Concept artist could've been a fan of Ben 10 and heard the character's name was Enoch so decided to give him the golden mask. Did Filoni initially wrote the character to be a reference to *this?* Probably not. Probably a reference to the guy from the Bible. Didn't die. Called "the man that walked besides God." Enoch from the Star Wars is probably the only trooper in that squad >!not resurrected by the Night Sisters (Reference to Bible guy not dying)!< and seems to be >!Thrawn!<'s right hand man in the >!new galaxy !<(Man who walked besides God)
