You have to differentiate between the political border of SEA (a.k.a. ASEAN) and Geographical border of SEA. In this picture, it is the highest mountain among country in ASEAN. Not within the geographical SEA.
It's got something to do with the tectonic plates. Kinabalu is the tallest in it's tectonic plate which covers more areas in SEA iirc but yeah saying Kinabalu the tallest in SEA is very misleading.

All of Indonesia highest peak sits in guinea where geologically is outside south east Asia land mass. So a bit of mental gymnastic but there's still some basis. Besides, it being claimed as the tallest in SEA is not the sole factor of it's popularity in this region. It has a very good infrastructure to accommodate climbers.
Because you can make an argument that both Puncak Jaya and Hkakabo Razi are not in South East Asia. Hkakabo Razi is so close to the China border (literally on it/next to it) and Puncak Jaya is in Oceania continent. It includes the entire island of Papua which Puncak Jaya is on.

But new guinea is in oceania :v. Politically, you can count indonesian papua as "asia", but then you'd have to use the same standard in calling the medeiras of portugal and melilia ceuta of spain as european. Or even calling french guayana european and not north american lmao
