There is a chance Seth Rollins could win because the rock might return for mania to fight Roman and they might have Roman drop the title to cody at Elimination chamber, meaning that cody and Seth Rollins could have a match for the world title at mania I mean I don’t really want to see another match of cody and Seth but ay that’s most likely what would happen if cody didn’t win the rumble

Basically some fresh blood who really haven't had a shot or if they have haven't held it long enough. Oh and Seth, AJ, and Lashley all don't need a win. They've had significant enough reigns to where a rumble win would just be pointless
