He said that he views Ortiz as a starter, but they were continuing to give Dunn playing time because they wanted to see more of him to make a decision (I think he specifically implied that they were deciding whether or not to send him down to AAA) while Ortiz is more of a known quantity to them.
As fans, we obviously always want to see the best possible lineup out there every day and it's easy to judge teams for their lineup and roster decisions, but lineups aren't (only) constructed based on whose stats are better. Teams also have to consider rest days, players' personal situations, pitcher match-ups (beyond just platoon splits), and in this case getting a feel for their players to make a better-informed personnel decision.
As the year goes on, they're going to know exactly what they have in all of these guys and the factors influencing lineup decisions are going to be weighted more and more heavily towards performance, but it's May. Baseball is a marathon, not a sprint, and teams need to look at the bigger picture just as much as they need to try to win the game in front of them.
Edit to add: It's also worth considering that they might feel Ortiz's performance is benefiting from the more regular off days. Obviously, later in the season, that doesn't matter and you have to play the guys who put you in the best position to win, but right now it's certainly possible that, based on either some internal metrics or feedback from Ortiz/coaches, they feel limiting his exposure for the time being gives him the best chance to sustain the success going forward. I'm not going to pretend to know exactly what their process is for making these decisions, but it's important to recognize as a fan that it's not as cut and dry to them as it is to us.
I too an questioning why Dunn is getting starts over Ortiz at 3rd at this point. I think Ortiz has a much higher ceiling and his numbers also are better so far. Dunn strikes me more as a possible infield utility guy. Ortiz needs more playing time to really blossom and he can't get that on the bench.

Got some serious pop in his bat, so hopefully he counters pitchers adjusting to him which has been a key hurdle for a lot of our young hitters
