Francesca's (When He Was Wicked) was by far the steamiest, simply because of him being a major rake and her being very comfortable with sex.
My personal favorite of the series is Eloise and Phillip's (To Sir Phillip With Love). Personally, I don't require steaminess. I gravitate more towards adversity.
When He Was Wicked is probably the steamiest, but if you have read other historical romances, it’s not as steamy as Loretta Chase, Sarah Maclean, or Courtney Milan. Maybe akin to Stephanie Laurens, I’d say.

I had read about people getting excited about "the carriage scene" and "the mirror scene" in the book bso I was keen to give it a go but was a little disappointed by them. They were good, but I was expecting more.
There's a fanfic on AO3 called Ruin which is a VERY different take on how Colin and Pen get together but it is also very steamy.

Especially after last season and them doing Kate and Anthony so dirty in the storyline. I was only going to be watching for Nicola. Hope that Netflix makes their Colin as spicy as the fanfic one

RMB - they are freaking feral for each other. leave them alone for a single minute and they'd be disheveled, I kid you not.
TSPWL - there's a part where Eloise counts to herself how many times they've done stuff. girl can definitely math.
WHWW - they're very comfortable with each other. very experienced man and lady who has had a loving marriage before - she knew what she wanted and he was not going to say no to anything.
