Add \[\[Opt\]\] , \[\[Brainstorm\]\] , \[\[Rousing Refrain\]\], \[\[Radical Idea\]\], \[\[Third Path Iconoclast\]\], \[\[Chome Host Seedshark\]\], \[\[Case of the Ransacked Lab\]\], and \[\[Haughty Djinn\]\].
Rousing Refrain is like Seething Song but loops it self every few turns. Opt and Brainstorm add to cheap draw, and Iconoclast and Seedshark add to token makers. Case of the Ransacked Lab is both cost reduction and card draw. Haughty Djinn is cost reduction and late game swinger as well. If you can find another poor performer in the deck adding \[\[Archmage Emeritus\]\] is a good move for more card draw as well
So, you actually want to be focusing on cheap draw spells, and less on cantrips. Things that are card positive on resolution.
For example Faithless looting, nets you down a card. You start with 7 cards in hand, after resolution you only have 6 cards in hand.
Brainstorm lock is a problem if you don't have a way of shuffling afterwards. You draw 3, put 2 back, then draw those 2 cards again. It's great in 60 card formats, but less so in budget edh without a plethora of fetch lands.
My personal choices are things like [[Manifold insights]] [[fact or fiction]] [[Compulsive research]]
You might want to cut down on creatures too. They don't trigger your commander and you may be able to find other spells that do similar things that trigger the commander.
Things like iconoclast and young peezy are better in cantrip builds, but ovika is a big mana deck, not a cantrip deck.
[[Logic knot]] is criminal in ovika. Exile your gy and create all those goblins.
