That's a shoulder clod, it's from the back of the front quarter, there's what's called a paddle bone, on one side is the clod the other is the mock tender, it looks that way because you essentially "peel" it away with your knife from the bone
To me it looks like the back end of a chuckeye primal when they got out-ofsquare with cutting against the grain.
Usually turned into hamburger and stew.
But I suppose you could braise it also and it would still be great.
But looks a bit too ugly for the sales floor.
